Sally Kerr, Digital Innovation Manager, The City of Edinburgh Council

Sally Kerr has been a public sector innovator for over 20 years – and I would like to nominate her for her work on digital and data project innovation and delivery.

Sally’s work includes implementing innovation as an activity in Edinburgh Council, delivering data innovation projects with Edinburgh Living Lab which she co-founded, and wider digital and data innovation with partners such as the Scottish Cities Alliance, Digital Office, NHS and the Data Lab. She is a strong advocate for developing the value of public sector data to support future change in cities and for citizens.

Sally was the product owner for the Council’s primary website and its estate for over 10 years, delivering a number of award winning applications and building digital culture in the Council. During this time Sally also founded the Scottish Web teams Forum – this was to share knowledge and skills in the Web Public Sector across Scotland. For a long time it was the only way Web teams could learn about best practice. She also has the lead role for the council’s open data programme and related digital developments.

Sally has done some brilliant digital work for Edinburgh. One great example of her work is EdinburghApps, the civic challenge programme that encourages use of open data and supports start-ups and SMEs.  This was the first such programme in Scotland which encouraged an open innovation approach aligned with re-use of data to deliver improved services and support new business development. She has also project managed the development of a number of open source and open data products which have not only delivered innovative solutions for the city but are also demonstrators showcasing the power of open data – Edinburgh Outdoors and Edinburgh Collected are two key examples.

The projects had wider impact for the council, introducing new ways of working, digital champions and wider awareness of the value of digital innovation.

Beyond Edinburgh Sally represents the city on Eurocities as the vice-chair of their Data Group and is developing citizen data principles for cities which is going to open up data innovation opportunities with cities across Europe.
