Argyll and Bute Chief Executive Sally Loudon is appointed new CoSLA chief

Argyll and Bute Council’s chief executive, Sally Loudon, will step down from her post in May 2016. She will be the new head of Scottish local government body COSLA and succeed current chief executive Rory Mair.
With over 20 years’ local government experience, Loudon was appointed Argyll and Bute’s chief executive in 2008.
Prior to this, she worked in a range of roles at a number of local authorities including East Lothian and Midlothian councils.
Council Leader Councillor Dick Walsh, added his congratulations, saying: “Sally has been a real asset to Argyll and Bute. She has guided us through times of challenge and change, and has played a very significant part in opening up new opportunities for our organisation and, of course, the communities we serve.”


Chief executive of Havering council is to retire

Havering London Borough Council’s Chief Executive Cheryl Coppell is set to retire later this year. The council aims to recruit a new chief executive by April 2016.
Coppell joined the council in 2007 with overall responsibility for more than 300 council services.
Council Leader Councillor Roger Ramsey said that Coppell has been extremely effective leading the council through the many recent challenges and difficulties as a result of the recession and local government budget reductions.
As chief executive, she has led partnerships with both public and private sector organisations and helped to improve local services for older and vulnerable people.
In 2015, she was awarded an OBE for services to local government.


Horsham District Council fills finance director post

Horsham District Council has appointed Jane Eaton as its new director for corporate resources.
Eaton replaces Katharine Eberhart, who has moved to West Sussex County Council to become its director of finance.
With 25 years’ experience in public services, Eaton previously worked as executive head of governance and logistics in the shared management team for East Hampshire District Council and Havant Borough Council.
At Horsham, she will be responsible for finance, commissioning and performance, audit, legal and democratic services, IT, HR and organisational development. One of her first tasks will be to assist the council in developing and delivering its medium term financial strategy to ensure it can continue to provide the quality services residents expect despite the severe funding constraints.
She will also work closely with Chief Executive Tom Crowley, fellow directors, service managers, and the Cabinet on the next phase of the council’s transformation plan.


Mansfield council names a new chief executive
As part of its senior management restructure, Mansfield District Council has hired Bev Smith as its new chief executive.
Smith, who has been the council’s interim CEO since September 2015, starts her new position from immediate effect.
She has worked at the authority since 2009 when she joined as corporate director of regeneration and regulation.
Prior to that, she worked for other local authorities within Cambridgeshire, Lincolnshire and Mansfield and has also spent eight years with Lincolnshire Police as a detective constable.
South Oxon and Vale Council boss to step down this summer

The joint chief executive of South Oxfordshire District Council and Vale of White Horse District Council, David Buckle, is set to retire after eight years of leading both councils and 16 years of leading South Oxfordshire.
The councils will review their senior management structure in light of Buckle’s departure and a new Chief Executive would replace him this summer.
The current structure has a chief executive heading the councils with two strategic directors working underneath him and then below them are seven heads of service for certain areas in the council such as in corporate strategy and planning.


Sunderland City Council appoints new interim chief executive

Sunderland City Council has appointed Irene Lucas as interim chief executive and she will take over the role from April 2016.
She will be replacing Interim Head of Paid Service and Director of Finance Sonia Tognarelli, who is retiring after 35 years with the city council.
Lucas has previously worked as director general of local government in the Department of Communities and Local Government and chief executive at South Tyneside Council.
The council’s former chief executive, Dave Smith, resigned in August 2015.


New Swindon council chief executive announced
A cross-party committee at Swindon Borough Council is set to recommend that councillors approve the appointment of John Gilbert to the post of chief executive at a full council meeting on 25th February, 2016.
Gilbert is currently Swindon council’s interim chief executive. He was director of children’s services and then also became director of adult social care services.
Gilbert joined the council in 2008 from Telford and Wrekin Council where he spent 10 years as assistant director of children’s services. Prior to this role, he was assistant director of development, leisure and cultural services at Stafford Borough Council.
Labour Group Leader Cllr Jim Grant said that during the interview process, Gilbert demonstrated not only that he knew the challenges and opportunities facing Swindon and the council, but that his skills and experiences were best suited to meeting them.
Gavin Jones, Swindon council’s previous chief executive, held the role for nine years and left in December 2015 to become the new chief executive at Essex County Council.
