GDS launches Digital Inclusion Outcomes Framework

The Government Digital Service has launched a new ‘Digital Inclusion Outcomes Framework’, a template to track the progress of digital inclusion on a more consistent basis nationally and on a local level.

The Government Digital Service has launched a new ‘Digital Inclusion Outcomes Framework’ a template to track the progress of digital inclusion on a more consistent basis nationally and on a local level.

The GDS has identified 20% of the adult UK population that are either offline or lack basic digital skills so to help improve their experience the GDS has developed the framework to ascertain whether resources are being spent effectively on digital inclusion and record effectively the rate of inclusion.

Organisations are making efforts to include those not currently online or struggling to access digital services, however the myriad of approaches has made it difficult to gauge success or failure, so the framework is hoped to standardise this process.

The solution includes an online digital inclusion dashboard to visualise and report on UK-wide targets using data from the ONS, Ofcom and the BBC which will be available shortly and a step-by-step evaluation toolkit for local projects to track progress.

There are three aspects to the framework: outcomes – how digital technology improves people’s lives; indicators – the ways of measuring whether an outcome is achieved; data – sources of information to verify progress.

The GDS has said that users of the framework will be able to:

  • Measure and evidence the difference your project/service makes and its contribution to local priorities
  • Make the case for continued investment
  • Shape and influence the commissioning process
  • Demonstrate to other organisations why they should be working with you
  • Communicate the value of digital inclusion to decisionmakers
  • Use it to inform strategy, policy and planning
  • Promote improvement by identifying what works in delivering better outcomes.
